Duties
As a Human Resources Specialist (HR Development), you will:
Serve as a primary consultant or adviser to the Division Directors, the Chief Learning Officer (CLO) and other Program Office liaisons for learning and development programs and serve as the primary specialist or team leader on special projects, such as federally mandated, high visibility, and Departmental initiatives.
Be responsible for collaborating with other counterparts to ensure that the ADDIE (analysis, design, development, implementation, and evaluation) method is followed for all internal training solutions, materials, and resources produced.
Design and manage special training projects for specific target groups in HUD, plan, manage, or facilitate leadership and career development solutions and services that support Federal, Departmental, OCHCO, TDWP, and other HUD Office's programs and initiatives.
Provide expert-level advice and guidance to learning and development individuals in the planning, implementing, and dissemination of education, training, and instruction, to include skills assessments, enterprise-wide operational training and/or performance support materials, and evaluation data.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Serve as a subject-matter-expert providing technical advice, guidance, and recommendations to management and other key officials on leadership development programs.; AND
Experience utilizing adult learning principles and best practices to develop, implement, and evaluate leadership development training programs; AND
Interpret local, state, or federal regulations and policies and develop guidelines to effectuate organizational learning programs for all levels of leadership development.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
