As a Supervisory Program Analyst, you will develop, implement, and supervise all aspects of employee engagement and organizational culture programs. You will also be responsible for interviewing and recommending selections for positions, evaluating progress and outcomes, establishing performance expectations, recommending resolutions for grievances, effecting disciplinary actions, and identifying training and developmental needs.

Supervises and directs the operations by planning and assigning work to staff based on management priorities, employee capabilities, and schedules.
Develops new ways to resolve problems in meeting established goals, measures, and objectives, and analyzes and integrates program financial, technical, and other information for program effectiveness and efficiency.

On behalf of the Director, the incumbent performs a variety of highly complex, very demanding program analyst assignments requiring mastery of application of qualitative and quantitative methods for the assessment and improvement of program implementation and effectiveness.
The incumbent works with division leadership on operational decisions and actions, including staffing and resource requests that allows the Office/Division/Center to accomplish all goals and milestones.
The incumbent serves as the central point of contact for all scientific recruitment activities, including collaborating with staff across NHLBI and NIH and coordinating in depth discussions regarding the recommended position descriptions and hiring mechanisms to use for scientific recruitments.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; assessing the productivity, effectiveness, and efficiency of administrative program operations; establishing criteria and measuring the attainment of program or organizational goals and objectives; initiating
special studies in which descriptive and/or quantitative data are collected, analyzed, and interpreted.
