You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DIVISION of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will be responsible for the accountability and financial reporting of command Asset Universe.
You will manage inventory plans, analyze and provide property support to Regional, and Installation Base Accountable Property Officers (APOs) worldwide.
You will effectively communicate orally and in writing to multiple customers at all levels.
You will review, coordinate and analyze financial and property guidance issues with higher-level organization managers (e.g. OPNAV, FMB, Program Directors) and Regional APOs to resolve them.
You will use Excel, PowerPoint and Word and have the ability to manipulate extensive spreadsheets using Excel Pivot Tables, subtotals, and other advanced features.
You will reconcile DPAS, DCM, and property inventory reports.
You will reconcile other critical reports, i.e. NMAC, Monthly Inventory reports, GFP reports, etc.
You will utilize multiple reporting systems (DPAS, DON TRACKER, WAWF, CAMO, EDA) to create, pull reports and extract data as required.
You will gather, assemble, and analyze data to prepare for, develop alternatives, perform DPAS maintenance, process property corrections and make recommendations to resolve asset management problems.
You will perform quarterly trainings to Accountable Property Officers.
You will review and interpret guidance published by Congress, OMB, OSD, ASN FM-C, etc. to establish guidance for Headquarters, Regional, and Installation Base Commanders worldwide.
You will prepare briefings and supporting documentation for Senior Leadership.
You will prepare and understand the usage of various property document types.
You will resolve problems before they escalate.
You will generate/implement financial guidance to support the command.
You will accomplish branch objectives by supervising staff, organizing and delegating work, and monitoring progress until completion.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Reviewing accounting reports to ensure funds are allocated, recorded and expended properly in the correct fiscal year; 2) Serving as senior liaison for budget, accounting or financial management policy and procedures within the organization; 3) Coordinating the development and reporting of cost/performance information; 4) Preparing and delivering notices, timetables, status reports and/or evidence of monitoring compliance with external directives.
