The primary purpose of this position is to provide a contract monitor for the quality assurance of all contracted services and materials received; for conformance to technical, safety, and other performance parameters as delineated in contractual requirements. Duties

Oversees execution of the contract performance management phase by ensuring all contractual parameters are consistently met for contract compliance. Develops and maintains contract specific surveillance plans, checklists, and schedules on multiple contracts to standardize inspections and audits for general and technical compliance. Prepares reports on a regular interval as necessary and forwards them to contracting officers, functional mangers, procurement officers, Air Education and Training Command (AETC), Air Force Materiel Command (AFMC), and Defense Contract Management Agency (DCMA) as required. Investigates and validates contractor's Time and Materials, Requests for Supplies and Services (RSS) Over and Above (O&A) requirements. Represents the organization in a variety of installation and functional area meetings and performs other duties as assigned in support of unit quality assurance programs IAW AFI 21-101 and other applicable directives.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established principles, practices, and concepts involved in aircraft maintenance rules and procedures, aircraft characteristics, and aircraft systems to ensure regulatory compliance, evaluate operations, and meet resource requirements (e.g. manpower, equipment, facilities, funding) for program sustainment. Knowledge of established quality assurance principles, concepts, and methodology related to one or more quality assurance functional programs and skill in applying this knowledge to plan and accomplish a variety of routine work assignments to provide oversight of contractor operated and maintained supply functions and sustaining engineering support for multiple airframes. Knowledge of the assigned product area to include but not limited to T-1 and T-6 aircraft systems (e.g., electronics, avionics, engines, flight controls, fuels, landing gears, and airframes) and aerospace support equipment, (e.g., ground power units, servicing equipment, test equipment, measuring devices, and associated systems) including: product specifications and standards; processes required to assure product quality; corrosion control prevention processes and treatments; use of specialized inspection and test equipment; and preservation, packaging, and packing techniques. Knowledge of the agency practices, policies, and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, and supply; skill in effecting appropriate interface/coordination of quality assurance plans and programs with these activities. Knowledge of and skill in applying established methods and techniques for investigating, analyzing and effecting corrective action on conventional quality problems. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of defense aircraft maintenance program operations including methods, techniques, principles, and objectives in order to ensure appropriate procedures, policies, training, compliance, and resources for local aircraft maintenance program management. Knowledge of a wide range of qualitative and/or quantitative methods for the technical management, assessment, and improvement of maintenance plans and procedures in the area of aircraft maintenance. Ability to apply standard principles and concepts of logistics management to develop and execute plans which cover the life cycle of aircraft systems, sub-systems and airframe acquisition and sustainment; including practical knowledge of contractual processes, procedures, and technical requirements. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques as well as the relationship of quality assurance to other activities such as contract administration, engineering, and supply. Knowledge of pertinent product characteristics and applicable production maintenance, or repair methods and processes to include inspection, test, and measurement techniques. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
