The primary purpose of this position is to as a program analyst, provides executive level leadership with advice and assistance on military readiness and operational issues. Analyzes, assembles, and prepares for presentation data from a variety of systems containing information that aid in supporting Force Generation Center operations.
Duties
DUTY 1:
Serves as technical specialist performing program analysis of operating processes to develop recommendations for resolving difficult and complex issues related to the effectiveness and efficiency of work operations in the Force Generation Center (FGC).
DUTY 2:
Serves as FGC advisor for aviation systems data analysis and requirements writer.
DUTY 3:
Provides data analysis advisory services to FGC commander and staff on all personnel, logistics and financial systems programs.
DUTY 4:
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolves controversial matters, and conveys information relative to proposed changes in functional areas.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conducting major operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet organizational requirements.
2. Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis
3. Knowledge of personnel, financial and logistics information systems, policies, and processes, and the ability to relate this knowledge to system processes/functions/capabilities to provide positive assistance in the resolution of issues and problems
4. General knowledge of the mission, objectives, terminology, and management practices of the organization to accomplish assigned programs and projects.
5. Ability to communicate effectively both orally and in writing, to negotiate issues and maintain good working relationships.
6. Knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the aviation feasibility process. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and analyze work processes and continually improve them to meet organizational requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
