The primary purpose of this position is to serve as Deputy to the Director of Strategic Plans, Programs and Requirements(General Officer) at Headquarters Air Force Reserve Command (HQ AFRC/ A5A8). Participates in the formulation of program goals, plans and procedures for the directorate's mission objectives.
Duties
In conjunction with the Director, provides Strategic Plans, Programs and Requirements program oversight for the Air Force Reserve Command
Participates with the Director in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Provides technical advice on the development of all Global and Programs Divisions' policies and procedures for the execution of management activities.
Directs analytical studies and reviews organizational accomplishments/deficiencies involving resources that affect directorate missions.
Along with the Director, represents HQ AFRC at conferences/meetings with HQ USAF, other military agencies and GMAJCOMs regarding Strategic Plans, Programs and Requirements issues.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive/Mastery level knowledge of the federal budgeting process and the DoD (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate submissions and Financial Plans in support of major war, mobilization and other contingency and operations plans. Mastery of policies and directives regarding requirements and resource management processes. In-depth knowledge of the laws, DoD directives, regulations, policies, and methods to analyze data. Must have the ability to conceive and formulate recommended corrective action, which will effectively aid in solving problems that are identified. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of global mission and programs functions, logistics and acquisition strategies, major weapon systems, support equipment and financial management methods, operations, policies, procedures, and the concepts, theories, and practices required in support of AFRC and subordinate organizations.
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing and skill in establishing and maintaining effective working relationships.
Knowledge of the missions, roles, functions, organizational structures, and operations that govern and interface with HQ USAF customer requirements for identification of strategic and long range management programming and planning issues.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and program operations of strategic and long range programming and planning issues.
Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
