The primary purpose of this position is to serve as a first level supervisor of the War and Mobilization Plans Branch. In this role, the incumbent directs, organizes, and exercises control over nonsupervisory employees assigned to the branch and provides program management and oversight.

Duties

DUTY 1: Plans, organizes, directs, and oversees the activities of War and Mobilization Plans Branch ensuring that assigned programs comply with legal and regulatory requirements meeting HQ AFRC mission needs. DUTY 2: Exercises supervisory personnel management responsibilities. DUTY 3: Provides oversight and direction for the Air Force Reserve Command's Strategic Policy, Mobilization Policy, Air and Space Expeditionary Force guidance, Air Force policy, Joint Matters, and Global Force Management (GFM) initiatives. DUTY 4: Directs formulation of all Adaptive/War Planning to include oversight of AEF planning and synchronization between agile combat support (ACS), mobility air forces (MAF), conventional air forces (CAF) and special operations forces (SOF). DUTY 5: Provides oversight/direction to HQ AFRC strategic force presentation and force posturing activities as well as integration into all DoD warfighter systems & planner platforms. DUTY 6: Provides oversight/direction to HQ AFRC analyzing force utilization assessment and readiness analysis activities and integration to inform strategic planning choices and POM development.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of airpower plans and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment; and knowledge of airpower program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of Global Force Management, Mobilization, OPlan and Adaptive Planning and continuous improvement systems, theories, techniques, tools, methods, and processes. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Knowledge of AFRC, CCDR, and Service component missions, organizations, programs and functions. Ability to adjust planning and continuous improvement initiatives in a dynamic work environment, to meet changing CCDR mission requirements and changes in management direction within the Air Force and Air Force Reserve. 5. Knowledge of analytical and evaluative methods and techniques and metrics measurement. Skill in identifying and analyzing compliance issues and developing recommendations to resolve issues. 6. Knowledge of personnel management policies, practices and procedures, including the ability to adjust work operations to meet emergencies; the ability to change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and the ability to establish program objectives or performance goals and assess progress toward their achievement. 7. Skill in oral and written communications and the ability to conduct effective meetings, workshops, seminars, and training sessions and motivate others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
