The primary purpose of this position is to to exercise second level supervisory and managerial authorities over the Management Engineering Branch CL.
Duties
DUTY 1:
Plans, organizes and oversees the activities of the HQ AFRC/MET Branch, ensuring the office complies with legal and regulatory requirements and meets HQ AFRC mission needs.
DUTY 2:
Exercises supervisory personnel management responsibilities, to include personnel and position management, equal employment opportunity, security and safety.
DUTY 3:
Represents HQ AFRC/MET with a variety of installation and functional area organizations.
DUTY 4:
Manages the Air Force Reserve Command's Reengineering and Manpower Standards Development Programs.
DUTY 5:
Manages the Air Force Reserve Command's OMB Circular A-76, Commercial Activities, Cost Comparison/Direct Conversion Programs, and In-Sourcing Program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of qualitative and quantitative techniques that apply to DoD, Joint Service and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts procedures, guidance and policy. Knowledge of safety and security regulations, practices, and procedures. Knowledge of military organizational structures, missions, objectives, functions and organizational relationships. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-???????14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Air Force and AFRC operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources to include personnel management procedures and policies.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations.
6. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and AF management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
