This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Administration, located in Washington DC, District of Columbia.

Duties

The incumbent influences or motivates others to take actions that advance the fundamental goals and objectives of the Department of Health and Human Services (HHS) and the Administration for Children and Families (ACF) mission. The incumbent provides day-to-day technical and administrative leadership and guidance to staff. The incumbent serves as the Program Manager by managing the day-to-day operations of multiple programs and projects in the assigned Administration and Children and Families (ACF) program areas. The incumbent analyzes and evaluates the management practices, methods, and administrative operations. The incumbent oversees the implementation of security background investigation and drug free Federal workplace programs.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Developing and/or implementing security programs such as Drug-Free Federal Workplace Program; Supervising and/or leading staff that oversee the development of administrative programs or services; Overseeing the development and/or implementation of policy, procedure or program development; Evaluating the effectiveness of policies or programs to develop recommendations that improve internal or external operations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
