The incumbent exercises responsibility for analyzing, evaluating, and executing acquisitions and contracting programs and activities for the NINDS.
Duties
Utilize advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of acquisitions and contracting programs.
Develop detailed plans, goals, and objectives for the long-range implementation, administration, and change of acquisitions and contracting functions.
Utilize new study methods and techniques in conducting complex acquisitions studies and audits.
Develop acquisition strategies specifically tailored to program needs.
Provide productivity, workflow, and management recommendations to leadership by gathering, compiling, and analyzing data.
Serve as the technical representative for contract administration.
Requirements

Qualifications
You qualify at the GS-13 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of acquisitions and/or contracting programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
