As a Senior Project Manager, you will be responsible for overall project management of the most politically sensitive and complex Prospectus level projects. Plans and executes major project management duties which has demonstrated leadership and unusual attainments in the project management field.Location of position: Public Building Services, Office of Design and Construction, Washington DC. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Oversee the business management of the most complex building and/or leasing projects from project identification, through initiation, planning, execution, and closeout stages Assignments encompass broad managerial responsibilities, such as cost management, planning, organizing, controlling, coordinating, reviewing, and approving design, construction, and related work performed by other GSA organizations. Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and reviews overall cost estimates. Manage all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget. Directs and performs budget planning and execution to support each step in development Determine project risk and assesses project activities and resources to mitigate risk on behalf of the government. Determines project documents and cost estimates to achieve the goals of the master plan. Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope schedule and budget for assigned projects. Ensures that projects delivered meet customer requirements. Direct and lead development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact. Provides leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of projects which typically involve a span of five or more years to complete. Oversees project reviews, readjustments in funding and timelines. Resolve problems or conflicts impeding progress, ensuring that contractor and agency staffs work effectively as a team to complete the project in accordance with the timeline. Leads the analysis to determine client facility needs, and identifies key technical and resource personnel to work on various aspects of projects.. Implement quality assurance processes to ensure all aspects of the project are handled in a professional manner. Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope schedule and budget for assigned projects. Responsible for client communication and client satisfaction. Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Maintains continuous contact with Federal, State and local officials, Congresspersons and the media in regard to project issues and status.

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $139,395 per year.   If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.  Specialized experience is experience managing a large, complex construction project with full responsibility for the management of the entire project, including: requirements, development, direction and control of project planning, program budgeting, Architectural/Engineering design and construction, contract evaluation, and contract award and administration.
