As Director, you will be responsible for the operation and maintenance of the Heating Operation and Transmission District, which consists of the Central Heating and Refrigeration Plant and the Steam Distribution Complex. Location of position: HOTD, Office of Facilities Management, National Capital Region (NCR), Public Buildings Service (PBS), General Services Administration (GSA). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Serve as Regional Representative on matters concerning the Heating Operation and Transmission District (HOTD). Administer the pollution control program for all pollution matters within the plants related to air, water, noise, oil, fuel, and thermal considerations. Identify, lead, and participate in regional, national, and/or international special projects or studies, work groups, task force and panels, focusing on unprecedented problems, policy making, and shaping the future direction of agency programs related to the HOTD and other regional programs. Establish, direct, and resource appropriate maintenance and repair programs for the generating plants and distribution system. Administer capital construction program for all repair/improvement and modification projects. Administer procurement and contracting services for all organization activities. Determine, establish, and provide annual energy service estimates for the price of steam, chilled water, and electricity to customer accounts. Administer programs and processes for telemetry of energy and utility data. Prepare usage reports, invoices, and transmits to customer account representatives. Advise users on energy usage; forecasts fiscal year total consumption and prepare annual accrual accounts for each customer. Determine operating and maintenance costs and approve the adjustment of energy service rates balance expenses against income. Prepare budget and control financial obligations and expenditures. Administer fuel usage and procurement program. Develop a plan for projecting fiscal year fuel consumption for plants and order fuel oil and natural gas assumptions of fuel availability and cost. Approve monthly reports of gas and fuel oil consumed. Assure the operation, maintenance of equipment and systems.  Supervise a (24/7/365) operation carried out on at least two fully staffed shifts. Provide direction to all shifts as needed.(Approx. 75%). Plan and assign work for the division goals and objectives, priorities, and milestones; establish performance objectives and evaluate work performance, develop, and implement methods for improving production, quality of work, and morale; provide advice, counsel, or instruction on work and administrative matters; resolve work problems.
