As a Heating Operation and Transmission Officer, you will administer strategic and tactical direction overseeing the programs, projects, and initiatives of the Heating Operation and Transmission District (HOTD), a large utility complex.Location of position: Office of Facilities Management, HOTD, National Capital Region, Public Buildings Service, General Services AdministrationWe are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Administer programs, projects, and initiatives encompassing technical activities related to mechanical, chemical, electrical/electronics, environmental and plant operation functions and business activities related to budgeting, revenue collection, customer relations, industry collaboration and public affairs.
Establish, direct, and resource maintenance and repair programs for generating plants and distribution systems. Administer capital construction program for all repair/improvement and modification projects.
Formulate initiatives to reduce Green House Gas (GHG) emissions, increase energy efficiency, reduce utility costs, and increase sustainable facilities. Develop natural and climate hazard, consequence and risk data, identify consequence mitigation strategies, and communicate risk information to safeguard GSA owned assets from damage and operational disruption.
Supervise subordinates performing tasks such as, but not limited to assigning and planning work; establishing performance objectives and evaluating work performance; developing and implement methods for improving productions, quality of work, and morale; providing advice, counsel, or instruction; recommending hiring, promotion or reassignment actions; taking disciplinary measures; assessing training needs and providing training.

The GS-15 salary range starts at $163,964 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service strategically and tactically planning utility plant operations, overseeing utility complexes through the administration of programs, projects and initiatives related to mechanical, chemical, electrical/electronics, environmental and plant operation; and the performance of business functions related to budgeting, revenue collection, customer relations, industry collaboration and public affairs.
