This vacancy is for a Supervisory Export Policy Analyst in the Bureau of Industry and Security within the Department of Commerce. This position is located in the Office of the Assistant Secretary for Export Administration (EA), Office of National Security Controls (ONSC), Munitions Control Division (MCD).

Duties

As a Supervisory Export Policy Analyst, you will perform the following duties: Provide policy direction, advice, and guidance to the Department of Commerce (DOC) operating units in developing and implementing effective export licensing. Oversee studies of major categories of commodities and technical data in terms of their potential for unwanted technology transfer, and of technology-transfer mechanisms to identify effective control techniques and strategies. Monitor technology transfer developments in Division-related items, and prepare analyses and recommendations, as appropriate, to keep the export control system grounded on a sound technical foundation. Review and approve departmental technical arguments for presentation to the Operating Committee, Advisory Committee on Export Policy, and Export Administration Review Board. Provide DOC positions and technical expertise in the development of U.S. export control/decontrol proposals. Interpret relevant Export Administration Regulations (EAR) positions and draft license conditions applicable to industry and the EAR's export control procedures. Draft briefing memos to leadership on relevant EAR issues. Maintain liaison and consultative coordination with other components of DOC, interagency to resolve problems and other matters of mutual interest. Establish and maintain contacts with exporters, manufacturers, officials of other government agencies, and foreign trade representatives to obtain information and provide technical advice with respect to specific cases and to keep informed on commodity/industry developments.
