As a Supervisory Project Executive providing advice and expertise on program and policy matters concerning NCR's lease project management programs.  This position follows GSA Office of Design and Construction Telework Policy. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Office of Design and Construction (ODC). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

The Project Executive serves as a senior point of accountability for lease project delivery execution and the client agencies they serve, in coordination with PBS leaders and other NCR business lines. The incumbent provides direction and oversight of the full lease project life cycle, and leadership to ensure that lease projects are successfully implemented. Perform overall management of the most complex and politically sensitive lease projects in the Region, which include the planning, design, construction, and fit-out of space for agency personnel and equipment requirements. Plan and manage or review and recommend to top management approval of innovations (systems, operating positions, management philosophies) impacting critical agency systems or programs. Manage lease projects throughout the lease delivery cycle (from identification to closeout) and ensure the appropriate resources are aligned within the project teams across the regional business lines. Oversees lease project delivery and schedules, and measures delivery performance. Generate and develop new concepts about the occupational specialty, e.g., new hypothesis and innovative approaches to proactively identify resource or requirement gaps across organizations and agencies, to resolve critical problems impacting program operations, throughout the region. Establish evaluation criteria and measurements to assess project execution on an ongoing basis. Analyze information on the client's workplace needs in relation to upcoming lease expirations, continuing and changing operational needs Discuss client agency and PBS strategic goals, objectives, and needs, with senior client agency officials, regional business lines, and PBS leaders. Guide the acquisition and management of project management and other contracts supporting aspects of lease delivery projects. Oversee project reviews, readjustments in funding and timelines. Assist with the negotiation of contract specifications, and planning or design changes with organizational elements of the agency and vendors/building owners. Participate in review of bids contractors' negotiations and technical and business discussions with contractors, as required. Monitor and assess effectiveness of vendors/building owners in meeting contractual requirements. Resolve problems or conflicts impeding progress, assuring that contractor and agency staffs work effectively as a team to complete the project in accordance with the timeline. Develop, coordinate, and leverage internal and external relationships between the client and GSA to achieve agencies' business objectives. In this capacity, the incumbent is responsible for developing and maintaining a strategic organizational relationship with the client at the regional level. Proactively develops relationships across the client's organizations, including with senior leadership, to strategically position GSA to facilitate accomplishment of the client's mission for escalated or politically sensitive projects. Maximize and strengthen client relationships by remaining informed regarding client expectations and perceptions

Such experience must demonstrate leadership in strategic planning, operations, management, business development and service delivery.
