• The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Department of Education, Office for Civil Rights (OCR), Budget Planning and Support Team (BPST), in Washington, D.C. The Supervisory Budget Analyst is responsible for formulating, presenting, analyzing and executing OCR’s appropriated budget and estimating cost outlays.

Duties

Supervising employee performance, quantity, and quality of work completed and ensuring efficient and economical work operations. • Administering the planning and formulation of OCR’s operating expense budget request to meet a broad range of organizational needs and requirements and directing the execution of tasks involving a complex fund control activity, including adapting budgetary policies, analytical methods, and regulatory procedures for use by the budget staff. • Collaborating with senior-level representatives within the Budget Services Division of the Office of Finance and Operations (OFO) and the Office of the Chief Information Officer (OCIO) on the formulation, submission, approval, and execution of OCR’s appropriated budget.

Requirements

  • Relocation will not be paid.
  • You may be subject to serve a one-year probationary period.
  • Males 18 and over must be registered with the Selective Service.
  • You may be subject to serve a one-year supervisory probationary period.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of  three (3) of the following duties or work assignments:1. Experience with analysis and comparison of program content, cost-benefit, and political viability of alternative budget and program actions.2. Experience with Federal budget process, and associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretations of legislation, policies, and precedents.3. Experience with organization's mission, programs, and legislative history to develop budgetary policies, assist line organization in setting and implementing program goals, and determine how they impact and interact with other programs and budgets.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of organization's mission, programs, and legislative history to develop budgetary policies, to assist line organization in setting and implementing program goals.2. Knowledge of the Department and the Federal budget process, and all associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretations of legislation and policies and precedents.3. Ability to translate organizational goals to operational task objectives and develop strategies for improving program effectiveness and efficiency.
