You will serve as a PROGRAM ANALYST in the Bureau of Naval Personnel (OPNAV N1) of PERS WASHINGTON.

Duties

You will assist in the coordination and conducting Portfolio Management (PfM), Enterprise Architecture (EA), and Technology Support Services (TSS) Multiple Award Contract (MAC) while providing Information Technology investment oversight. You will serve as the Contracting Officer Representative (COR) for local contracts. You will assist in defining objectives and developing, establishing, directing, and implementing policies. You will be responsible for inspection, review, and verification of contractors' work efforts, reports, plans, and invoices for local contracts. You will represent the department at committees and integrated process teams, promoting and educating stakeholders on the use and value of the IT Portfolio and the imperative need for its thorough management.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: 1) Coordinating and conducting Portfolio Management (PfM) and supporting development of Enterprise Architecture (EA); 2) Defining objectives and developing, establishing, directing, and implementing policies; 3) Supporting any portfolio initiatives from the architecture perspective; and 4) Organizing research of, development of, and adoption of widely disseminated, market-based technical standards that promote the insertion of new technologies.
