Do you have experience providing analytical program support to senior leaders? If so, please consider joining the Office of Research Facilities (ORF) as a Program Analyst! You will advise the ORF Director and other staff on analytical and program management functions, including organizational analysis, program oversight, productivity analysis, cost effectiveness studies, audits, analysis and interpretation of regulations and policies, and liaison with NIH staff in accomplishing ORF objectives.

Duties

As a Program Analyst GS-343-14, you will: Provide analytical expertise and make recommendations to the ORF Director and other senior ORF officials on all aspects of ORF programs and services. Initiate, plan, conduct or direct special studies to collect, analyze, and interpret descriptive and/or qualitative data. Represent the Director and ORF as needed at meetings and conferences; lead complete or partial meetings as necessary. Audit or review major initiatives, programs, and projects to assess effectiveness and success in meeting organizational goals and objectives, present analytical findings, and recommend corrective actions and policy or procedure improvements. Provide oversight and management in the implementation of new or modified policies, procedures, and internal controls concerning all aspects of ORF programs and services. Evaluate budgets of current programs and plan for future program needs.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

To qualify for a Program Analyst GS-0343-14, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector performing the following types of tasks: analyzing and evaluating effectiveness of facilities programs or operations in meeting established goals and objectives; overseeing a facilities management program for an organization; conducting studies to evaluate the effectiveness of policies and procedures of a facilities operations program; providing recommendations to organizational leaders to improve the performance of a facilities management program; establishing study methods and techniques for organization-wide studies and audits.
