Duties
You will perform a variety of functions on a wide range of IM and IT issues.
You will direct the development and refinement of requirements management processes and exercise technical oversight of government and contractor support personnel.
You will develop functional and systems requirements and specifications for systems to meet business requirements.
You will apply a structured systems analysis approach to the design and development of new or enhanced applications.
You will work with applications developers to isolate and solve design problems encountered during testing and implementation stages.
You will lead a needs analysis to define opportunities for new or improved business process solutions.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 641 level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: In-depth knowledge of, and skill in applying, systems documentation tools, methods, and techniques, including automated tools such as Cameo, JIRA, PeopleSoft application Feature Map.
Your resume must demonstrate one year of Information Technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Written Communication: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
2. Oral Communication: Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
3. Information Technology Configuration Management: Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations.
4. Information Technology Life Cycle Management: Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
5. Information Technology Specifications Analysis: Define the information technology specifications needed to execute tasks to support end user functional requirements.
