You will serve as a in the FINANCIAL MANGEMENT ANALYST in the Military Sealift Command of MSC SHIP SUPPORT UNIT SAN DIEGO.
Duties
You will create estimates to support plans, programs, and activities.
You will interpret budget policies and organizational accounting and financial administrative procedures.
You will perform specialized work involving the Navy Enterprise Resource Planning (NERP) accounting systems.
You will perform fiscal accounting and financial management duties and responsibilities.
You will create funding documents for various DoD customers.
You will manage multiple activities, projects, priorities, and people in a dynamic, fast-growing, results-driven environment.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience can be defined as:
Experience with Defense Travel System and the DOD Joint Travel Regulations including PCS and TDY with an ability to interpret federal travel regulations.
Experience with comprehensive, detailed knowledge, and understanding of budgetary policies, procedures, and regulations with a detailed knowledge of administrative and financial management systems and skills in identifying, analyzing, and resolving a range of issues related to travel execution management.
Experience reviewing and evaluating budget requests and controlling and reporting of obligations and expenditures.
Experience analyzing and recommending costs and benefits of alternative methods of financial management of organizations programs and administrative operations.
Experience implementing legal and regulatory controls over approved budgets and providing advice on effecting and efficient methods for the acquisition and use of funds to support the organizations programs and activities.
Experience operating with a high degree of independence in carrying out budgetary and financial management responsibilities and keeping the supervisor informed of actions that may have substantial impact on other work areas.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a Ph.D. or equivalent doctoral degree
OR
- Successful completion of 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent doctoral degree

OR
- A combination of experience and graduate education as described above that equates to one year of experience.
