Duties
You will manage the assessment of program financial health by tracking, coordinating and analyzing overall program financial schedules and milestones.
You will collect and performs independent analysis of program, technical, schedule, and cost data obtained from Government and Contractor sources.
You will develop strategies for programming, budgeting, and procurement. Incumbent advises management on decisions concerning resources and support activities to accomplish program objectives.
You will review and manage all financial plans to ensure that encumbrances, commitments, and expenditures are within approved funding levels and carried out IAW program plans and external benchmarks
You will manage and track all contract Plans of Action and Milestones to assure successful completion.
You will make recommendations to adjust available resources to provide support commensurate with schedules and priorities of efforts.
You will manage and coordinate financial and program responses to requests from Congress and Resource Sponsor to ensure that a timely and accurate response is provided.
You will perform work in any of the phases or systems of budget administration.
You will generate budget execution reports using financial system and communicates execution status to management.
Requirements

- This is a Financial Management certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NH-02: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the NH-01 (GS-04 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing or advising on work in any of the phases or systems of budget administration.
NH-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: formulating budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, reviewing and evaluating budget requests, control, and reporting of obligations and expenditures.

Education
For the NH-02: Education may be used to substitute for specialized experience:
- a successful completion of a four year course of study leading to a bachelor's degree; -OR-
- a combination of experience and education as described above that equates to one year of experience.
