The primary purpose of this position is to serve as the J-8 Branch Chief and as the principle advisor to the Director, the Division Chief, and all Divisions throughout JPRA on all aspects of tasks and responsibilities related to the Planning, Programming, Budgeting and Execution processes for the Agency. *Salary ranges includes local market supplements*

Duties

DUTY 1: Develops and implements Agency financial management and budgetary strategy, guidance and processes. DUTY 2: Serves as the senior Agency analyst and manager for the Planning, Programming, Budgeting and Execution system, as well as supports division efforts to direct Agency development of the program. DUTY 3: Develops the JPRA submission for the Air Force Program Objective Memorandum and Presidents Budget Review (PBR). DUTY 4: Serves as Agency focal point for Planning, Programming, Budgeting and Execution requirements relating using special funding mechanisms, for classified activities in support of PR and Other Mission Requirements. DUTY 5: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of Joint Personnel Recovery doctrine, operations, tactics, techniques, procedures, publications, equipment, programs and capabilities at the Services and National levels; knowledge of National-level strategic planning processes, Joint Requirements Oversight Council, Chairman's program assessment and similar National level and joint processes; knowledge of the principles, concepts, and practices, knowledge of POM planning and execution cycles, budgeting policies, regulations, guideline and processes; knowledge of complex financial management matters and management control programs and processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organization, roles and functions of OSD, Executive Agents, the Joint Staff, Combatant Commands, the Services, the Defense Agencies, and other government agencies to include (in particular) Headquarters Air Force and Headquarters Air Force District of Washington. 2. Knowledge of national level strategic planning processes including, but not limited to, Joint Requirements Oversight Council (JROC), Chairman's Program Assessment (CPA), National Defense Strategy (NDS), Unified Command Plan (UCP), Combatant Commands' Integrated Priority List (IPL) process, and similar National level strategic documents and joint processes. 3. Knowledge of financial management matters and management control programs and processes respective to the Planning, Programming, Budgeting and Execution (PPBE) phases as they pertain to Program Objective Memorandum (POM) and Presidential Budget Review (PBR) development and responsiveness. Knowledge of OSD, Joint Staff and Air Force processes supporting those phases. 4. Knowledge of the range of activities relating to the Federal, DoD, Joint Staff and Air Force planning and strategic processes; and a thorough knowledge of Joint Staff and Air Force program goals and objectives, the sequence of timing of key operational events and milestones, and methods of evaluating the effectiveness of strategic planning actions as related to actual events. A knowledge understanding of the full range of Federal contracting phases, business practices, market conditions, regulations, policies, practices, methods, and contractual categories, particularly in terms of specialized acquisition and contracting. 5. Ability to communicate complex concepts and technical data orally and in writing and to make authoritative and in depth presentations to senior government officials. Ability to reach difficult decisions regarding the development of new methods, approaches, and procedures to meet continuing program changes and conflicting/competing requirements. 6. Knowledge of PR policy and operations, techniques, and procedures to provide guidance and to make authoritative and in-depth presentations and to resolve critical agency issues. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 2. Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
