The primary purpose of this position is to serve as strategic advisor and the executive program administrator to the Director of the Strategic Acquisition/Category Management Directorate which reports to the AFCEC Commander and the Deputy Undersecretary of the Air Force, Management Officer.
Duties
This position has a wide variety of responsibilities which include but are not limited to:
Serves as principal Category Management advisor and Executive Program Administrator officer to the Director.
Plans, directs, implements and coordinates AFCEC/CCL Directorate objectives and goals.
Prepares Category 4 documentation required of Facilities and Construction for the Category Manager and Category Council Director (CCD).
Serves on Category Management teams and working groups, and frequently as team leader, composed of various functional disciplines engaged in developing and recommending proposals and implementation plans.
Serves as Director's representative to plan and prepare for AFCEC corporate meetings to address Commanders expectations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes : assisting in leading team in planning, organizing, and directing activities of category management (CM) and strategic acquisition and ensuring compliance of activities with legal and regulatory requirements; optimizing resources with the goal of exceeding established standards; leading operations and managing acquisition strategies and tools to execute the Civil Engineer (CE) enterprise investment strategy while applying strategic acquisition and CM principles with particular focus on facilities and construction; and providing a structured, strategic approach for deciding how to optimize spending and contract management performance. Efforts are considered best-in-class contracts, benchmarking industry, creating and enhancing contract execution, and applying new demand management techniques by improving processes and levels of service while balancing cost, risk, and benefits. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of Strategic Acquisition and Category Management principles, applicable public laws, DoD and AF concepts, theories, policies, OMB directives, and procedures.
2. Wide ranging knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds; knowledge of business accounting and financial management principles and procedures.
3. Broad knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how Strategic Acquisition and Category Management programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
4. Skill to apply oftimes complex and diverse program specific administrative processes and apply principles of management and direct coordination of mission-essential projects.
5. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
6. Ability to utilize discretionary decision-making capabilities to carry out sensitive actions as requested by the Director.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
