You will serve as a Program Analyst (Workforce Development) in the Shipfitter and Sheet Metal Shops 11 and 17, of the Production Resources Department (Code 900) of PSNS and IMF.
GS-07 Salary Range: $54,896 to $71,366
GS-09 Salary Range: $67,147 to $87,291
Duties
You will utilize investigative and analytical techniques to gather process performance data needed to evaluate the effectiveness of workforce development programs.
You will gather, interpret, analyze, and correlate large amounts of narrative and statistical information.
You will analyze, extract, summarize, and identify significant trends and issues.
You will conduct investigations of potential or existing areas affecting workforce development.
You will determine, advise, and assist the appropriate manager of necessary changes and corrective actions in areas where deficiencies are noted.
You will assist in long term training and development planning for shop needs.
You will plan, schedule, and conduct studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations and programs.
You will provide data, reports and support for processes such as employee development, instruction review, continuous training/development, processes, curriculum, training planning and schedules, tracking and validating shop viability to meet needs.
You will develop and implement systems and methods for conducting and evaluating self-assessments; and for recommending, implementing, and integrating changes when needed.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This is a bargaining unit position.
Qualifications
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing program performance data to identify trends and recommend solutions for the improved performance of programs.
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector gathering program performance data to formulate reports and assist in studies for the support of effective program performance.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
