Duties

You will be performing formulation of budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will be reviewing and evaluating budget request, control, and reporting of obligations and expenditures. You will be developing, determining, and interpreting budgetary policies and practices. You will be performing supervisory duties such as plan work assignments, sets priorities and schedules work as necessary to assure effective and expeditious accomplishments of priority work. You will be developing providing technical and administrative oversight, advice and instruction to subordinates.

• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing, performing and advising in budget administration, cost estimation, analyzing costs and benefits, fiscal, managerial and financial accounting, providing legal and regulatory controls over budgets and acquisitions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience listed in the Qualifications section, applicants may qualify for the GS-11 position based on education OR equivalent combination of experience and education as follows:

Have successfully completed a Ph.D. or equivalent doctoral degree.

OR

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

Have successfully completed an LL.M. degree that is related to the position being filled.

OR

Have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
