The position serves as the Administrative Officer position in the Office of Planning, Environment, and Realty (HEP) within the Federal Highway Administration (FHWA). The incumbent serves by executing all administrative matters that includes providing management financial budgeting support, workforce and human resources, timekeeping, space and property management, travel, supplies, internal office policies, and information systems support, and manages incoming official mailboxes.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience providing program coordination and assistance to resolve problems, recommend changes, and provide advice and consultation to program managers, supervisors, and/or employees; AND
Experience in advising and providing guidance to management about policies and procedures, budget, administration, personnel and training, financial management.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Personnel Administration and Management – Knowledge of planning, coordination, and execution of human resource activities, business functions, resource allocation, and production.
2. Financial – Ability to program, allocate, and track GOE funds to assure orderly execution of programs for tracking obligations and expenditures to allow monthly budget reconciliation.
3. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
4. Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
