You will serve as a MANAGEMENT ANALYST in the OCEAN ENGINEERING DEPARTMENT of PSNS.

Duties

You will compile, analyze and evaluate complex and contradictory data covering metrics, execution plans, funding and expenditures for Ocean Engineering projects. You will prepare budget estimates, budget metrics, and engineering and production schedules to support earned value. You will work with Technical Project Managers to create an integrated project schedule that is realistic, achievable and reflects the commitments and capabilities of all work providers. You will compile, maintain, and transfer labor and monthly charges from the cost databases and enter into the earned value database.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-12: One year at the next lower grade level, equivalent to a GS-11, analyzing and interpreting program metrics to identify problems, evaluate alternatives, and develop recommendations for improvements to ensure the effectiveness and efficiency of program operations. Examples of qualifying experience: coordinating and developing metrics for accounting, scheduling, and project management metrics systems, utilizing enterprise database software (ex: Business Objects, Excel, PowerBI, or Tableau) to analyze metrics. GS-11: One year at the next lower grade level, equivalent to a GS-09, identifying and gathering performance and operational data in order to assess the effectiveness and efficiency of program metrics. Examples of qualifying experience: supporting accounting, scheduling, and project management metrics systems, utilizing enterprise database software (ex: Business Objects, Excel, PowerBI, or Tableau) to generate business analytic reports. Education

Education may be substituted for, or combined with the specialized experience above to qualify (for the GS-11 only). The education must reflect the knowledge, skills, abilities and competencies to perform the duties of the position. Substitution of education is as follows:

Ph.D. or equivalent doctoral degree.

OR

3 academic years of progressively higher level graduate education leading to such a degree.

LL.M., if related.
