This position is in the USAID Annex Building, 500 D Street., SW, Washington, DC, in the Bureau for Resilience, Environment and Food Security (REFS), at the U.S. Agency for International Development (USAID).
Duties
Human Resources Management: Maintains continuous liaison with HCTM, or other governing Bureau, in areas of recruiting, promotion,
training, equal opportunity employment, disciplinary actions, and performance evaluation.
Supervision and Management: Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
Administrative Management: Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Reviews Standards, Regulations and Policies: Provides interpretations of complex and diverse guidance material, documents and references, including, but not limited to the ADS, FAR, OPM, etc.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.
- You may be required to serve a one year supervisory probationary period.
Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) serving as a subject matter expert in workforce development and on related budget considerations, and staffing matters; b) coordinating administrative services for a moderately large (150+ people) and complex organization; c) leading projects and/or teams in the coordination and completion of actions related to logistics, security and badging, space management, travel policy and processing, emergency planning, performance management, training; d) serving on working groups or panels in the development of policy or procedure.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
