You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) in the HR Operations and Services Department of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. Duties

You will provide advisories on complex disciplinary and adverse actions, grievances, performance management, awards and recognition, and work-life programs for NCIS, worldwide. You will collaborate with NCIS leadership, Inspector General, and legal counsel in the consideration and preparation of a variety of employee relations actions. You will prepare disciplinary and adverse actions for management's signature and issuance, ensuring such actions are technically sound, based on merit, in compliance with law, rule, and regulation, and are initiated and effected in a timely manner. You will provide advice and make recommendations on constructive methods and best practices for dealing with systemic problems arising from indifference, personality conflicts, work performance or behavior, and leave abuse. You will provide advice, counsel, and technical and policy guidance to employees concerning their responsibilities and rights in administrative and grievance procedures, appeals to the U.S. Merit Systems Protection Board, and complaints. You will exercise technical expertise in responding to inquiries related to performance management, retirement and benefits, leave administration, compensation claims, and the Civ Empl Assist Prog, among other federal civilian work-life programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advice and assistance on matters related to complex Employee Relations functions and programs to include but not limited to: workforce management, disciplinary and adverse actions, grievances, performance management, leave administration, awards and recognition, injury compensation, and health and work-life programs; Assisting with developing, administering, enforcing, evaluating, and advising on the Employee Relations program effectiveness, policies, and problems, and/or inquiries; AND Providing guidance on disability, discontinued service, voluntary and mandatory retirement to ensure employee and management make informed decisions. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advice and assistance on matters related to complex Employee employee relation Relations functions and programs to include but is not limited to: workforce HR management, disciplinary and adverse actions, grievances, performance management, leave administration, awards and recognition, injury compensation, and health and work-life programs; Experience working with the Civilian Employee Assistance Program; AND Developing, implementing, evaluating policies, and providing advice and guidance on the full range of HR programs and issues associated with employee benefits (e.g., retirement, leave, work life programs, etc.).
