The primary purpose of this position is to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to personnel, programs, support missions, associates, and external customers. Services include financial management advisory service, budget operations, cost analysis, and resource management systems.
Duties
In this position you will serve as the F-35 Air Force Deputy Chief Financial Officer within an ACAT I Joint Program, managing multiple service appropriations (US Air Force, US Navy, and US Marine Corps) and overseeing international partner and FMS funding for the F-35 Joint Strike Fighter at an enterprise level.
Duties for this position typically include:
- Researches, interprets, analyzes, and applies all financial management laws and regulations as established by Congress, DoD, and Air Force
- Coordinates, plans and schedules with other organization managers and customers as appropriate.
- Identifies need for changes in priorities and takes action to implement such changes.
- Balances workload and provides advice, guidance, and direction on a wide range of functional area and administrative issues, including recommendations to the Director of Finance associated with organizing, training and equipping the F-35 Financial Management functional workforce
- Provides advice to leadership on significant issues and problems related to the program.
- Represents the organization with a variety of installation and functional area organizations on behalf of the Director of Finance
- Establishes, develops, and maintains effective working relationships with multiple organizations and agencies.
- Identifies the need for special projects and initiates milestones and goals.
- Determines appropriate recommendations for unresolved or questionable programs and performs follow-up
- Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality, including FIAR initiatives.
- Serves as technical expert for various ongoing or special one-time projects.
- Chairs special working groups to study and resolve major financial problems.
- Recommend procedural changes designed to streamline financial management within the agency
- Promotes environment that encourages accomplishment of change management activities supporting OSD, AFMC, and F-35 Joint Program Office strategic goals and improving organizational business processes; coordinates with US Navy counterpart and stakeholders.

- The incumbent must be able to obtain and maintain an appropriate security clearance.

- May be required to travel by military or commercial air in the performance of TDY.

- DoDFM certification Level III (not required at time of hire, but must be obtained within 2-years or appropriate time extension waiver granted)
- DAWIA Certification FM Advanced (not required at time of hire, but must be obtained within 2-years or appropriate time extension waiver granted)

KNOWLEDGE SKILLS AND ABILITIES (KSAs):
1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations.
2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.
3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes.
4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues.
5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC.
6. Knowledge of EEO, safety and security regulations, practices, and procedures.
7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
8. Ability to plan, organize, and direct the functions and staff of an organization.
