Duties
This Program Analyst position is located Enterprise Support (ES) Acquisition Program Management (APM) Mission Support Division (MSD), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Manage the intake, processing, status reporting and close-out of a high-volume of IT and logistics related requests, sometimes with competing priorities while providing customer service to include keeping the customer aware of progress.
Manages planning, budgeting, execution, control, and evaluation activities for a variety of programs in terms of major funding.
Coordinate Employee On-boarding/Off-boarding (seating, IT equipment, IT/physical access, etc.) to include coordination with hiring managers, IT, physical security and facilities staff to ensure new hire is equipped to support the mission upon arrival.
Serve as an Accountable Property Official/Property Custodian responsible for maintaining APM's government furnished IT equipment issued for personal use (laptops, wireless devices, thumb/external hard drives, etc.) to include maintaining complete and accurate forms, updating online property management systems of records and databases, responding to annual IT audit and regular requests for verification of asset locations supported by status updates in online systems and databases.
Serve as a Government Vehicle Custodian responsible for managing access to the gov't vehicles, tracking and reporting vehicle usage and violations and coordinating general maintenance and repairs.
Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues, and make recommendations affecting the major programs.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Developing and evaluating program policies and identifying potential problems, recommending appropriate mechanisms to address the areas of concern; and
Drafting a variety of white papers, policy documents, and other materials for senior leadership review.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Managing planning and budget execution for a program; and
Developing and evaluating program policies and identifying potential problems, recommending appropriate mechanisms to address the areas of concern; and
Drafting a variety of white papers, policy documents, and other materials for senior leadership review.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
