About the Position: Serves as a Senior Program Analyst who conducts financial analyses, presents financial and programmatic reports, executes a variety of automated data processing programs, and establishes schedules and work accounts for the Programs and Project Management Division, Programs and Project Management Branch.

Duties

Analyze project and program budgets to maintain organizational requirements, monitor project expenses, and manage program and project account balances. Extract, compile and organize financial information to develop charts and graphs to convey pertinent data, such as expenditures, trends, performance, and goals. Communicate with leadership, program managers, project managers, resource management, field offices and other technical functions on programs, processes, funding or resource requirements to accomplish a project. Analyze data and develop reports for an organization specific to staffing or similar type programs. Formulate, plan, implement, track and monitor personnel or workforce and workload data. Develop trend analysis of workload and impact to workforce, establishing procedures, guidelines, or policies for a program, preparing and conducting briefings and or training. Serve as a primary point of contact for a program or functional area with higher headquarters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. GS-11 Specialized Experience is defined as: One year of specialized experience which includes assisting with the development and/or execution of project budgets; supporting delivery of projects and/or programs by reviewing and monitoring performance with respect to scope, schedule, and budget; and inputting, gathering, and/or retrieving data to support analysis and upward reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12 Specialized Experience is defined as:One year of specialized experience which includes applying analytical and evaluative methods conducting in-depth analysis of program and project performance; formulating, presenting, and executing such a program; analyze long and short- range programs determining funding; utilization of a financial management system such as CEFMS and research historical financial information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
