About the Position: Primary responsibility is to elicit, analyze, validate, specify and verify the real needs of the endusers within the medical communities. Works closely with DOD, MEDCOM, DHA and Army MedicalDepartment (AMEDD) principal staff to support corporate strategy and leadership initiatives in thedevelopment of plans and objectives for the AMEDD.
Duties
Write requirements specifications according to DOD Acquisition standards, using natural language simply, clearly, unambiguously and concisely.
Develops and revises methods for collecting data, analyzing new approaches to problem areas/needs assessments and coordinating research regarding customer needs.
Facilitates the integration or consolidation of systems or processes by coordination and communication among customers, program managers and developers.
As a senior civilian member of the Requirements Analysis and Management (RAM) Division, provides continuity of corporate leadership and interfaces with customers and key staff.
Provides Acquisition consultancy and education for MEDCOM.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- TDY travel may be required up to 15%.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes 1) evaluating requirements for end users with various processes such as: surveys, site visits, and workflow analysis; 2) writing requirement specifications in accordance with policy and organizations standards; 3) developing methods for collecting data for research on customer needs; AND 4) performing management control analysis for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
