The Program Analyst is located in the Associate Director of Patient Care Line Office at the Michael E. DeBakey Veterans Affairs Medical Center for the Inpatient Nursing Service (INS). Incumbent performs analysis, evaluation and advisory assignments related to the effectiveness of and/or the efficiency of the Inpatient Nursing Service (INS) and nursing teams (nursing affiliated programs) with how they directly impact the patient flow initiative, length of stay, and bed days of care.

Duties

Incumbent applies specialized knowledge of healthcare planning, organization, and evaluation of the delivery of services. Incumbent assists in the design, implementation, modification, and maintenance of quality management programs. Incumbent is responsible for coordinating and facilitating the functions of clinical and administrative services provided on the inpatient units and subspecialty areas. Performs analysis, evaluation and advisory assignments related to the effectiveness of and/or the efficiency of the team with how they directly impact the patient flow initiative, length of stay, and bed days of care. Assists in the design, implementation, modification, and maintenance of quality management programs. Tracks, analyzes, and evaluates, on a quantitative/qualitative basis, the effectiveness of the academic, clinical and administrative protocols to meet the established goals and objectives of the Ifacility. Meets with the Nursing Executives and Supervisory Health Systems Specialists, advising them on issues that affect the delivery of health care related to the nursing services and the impact on the Medical Center as a whole. Consistently communicates and treats customers (patients, visitors, volunteers, and all staff) in a courteous, tactful, and respectful manner. Clarifies complex data set and presents findings to clinical and administrative leadership. Interpersonal skills in presenting recommendations and negotiating solutions to recommendations. Performs program analysis that involves collection, compilation, tracking, and trending statistical information in support of the operation. Prepares, executes, and/or tracks program specific information. Work Schedule: Monday-Friday 7:30am-4:00pm; 8:00am-4:30pm (Subject to change based on the needs of the agency) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To qualify at the GS-9 grade: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience as a key member in a major support role within a management team. Experience providing administrative support for timekeeping, logistics and information systems. Experience processing and reviewing documents. That may include legal documents, medical records, or administrative records for completeness and accuracy. OR Education: Substitution of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related (transcripts required) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first 18 semester hours). NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week. To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher. Specialized experience includes but is not limited to: Experience as a key member in a major support role within a management team. Experience providing administrative support for timekeeping, logistics and information systems. Experience processing and reviewing documents. That may include legal documents, medical records, or administrative records for completeness and accuracy. Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information to accomplish time or management functions. OR Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related (transcripts required). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (In excess of the first two graduate years or 36 semester hours). NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week.
