This position is located with Bonneville Power Administration, in Transmission Product Management & Market Analysis (TSBM) organization of Commercial Policy and Implementation (TSB), Transmission Marketing and Sales (TS), Transmission Services (T). A successful candidate in the Pubic Utilities Specialist position is responsible for planning, coordinating and implementing all product processes with product managers and market analysts in support of identified products.

As a Public Utilities Specialist, you will:

Requirements

  • Must be a U.S. Citizen or National.

  • May be required to successfully complete a probationary period.
  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as: Experience assisting in 1) planning, coordinating, and implementing product processes with product managers and market analysts in support of identified products, 2) participate in working groups or task forces to assess needs, resolve issues, and determine directional futures for assigned regulated utility or related products. GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as: Experience in 1) planning, developing, administration, or implementing product processes (e.g., Point to Point, Network Integration Transmission Service, ancillary service, or Generation Interconnection) with product managers and market analysts in support of identified products, 2) maintaining relationships with all value chain participants (e.g., working groups or task forces) to assess needs, resolve issues, and determine directional futures for assigned products. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
