This position is located with Bonneville Power Administration, in the Contract Administration (TPCC) organization of Customer Service Engineering (TPC), Transmission Planning and Asset Management (TP), Transmission Services (T), Bonneville Power Administration (BPA).
A successful candidate in the Supervisory Public Utilities Specialist (Contracts) position will serve as the supervisor of TPCC and provide leadership and comprehensive contract policy guidance.
Duties
As a Supervisory Public Utilities Specialist (Contracts), you will:
Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Develop performance standards. Evaluate the work performance of subordinates. Assure reasonable equity of performance standards and rating techniques among teams, and assures comparable equity in the assessment by subordinates of the adequacy of contractor work.
Give advice, counsel, and instruction to employees on both work and administrative matters.
Interview candidates for positions and makes selections, promotions, and reassignments to such positions.
Provide understanding, support, and leadership in administering the BPA EEO program for all applicants and employees. To the full extent of delegated authority and responsibility, provides and ensures fair and equitable treatment for all employees in personnel policies and practices including recruitment, selection, placement, counseling, training, career development, promotion, and adverse action.
Requirements
- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

- May be required to successfully complete a probationary period.
- First time supervisors will be required to serve a 1 year probationary period.
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
- The FERC SOC basic principles require BPA’s Transmission Function employees and its affiliated Power Merchant Function employees to function independently.
- And abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers.
- This position has been designated as requiring a PUBLIC TRUST background.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as: 1) the implementation and operation of computerized database systems (e.g. Contract management systems, data management systems, commercial enterprise systems, Customer Portals etc.); 2) reviewing, monitoring, and managing interconnection requests and customer contracts in compliance with agency policy and OATT requirements; AND 3) providing recommendations for the development of policies and procedures for managing customer contracts, administering interconnection requests, and tracking and reporting on customer projects.
