This position is located with Bonneville Power Administration (BPA), in Transmission Commercial Process and Implementation (TSRF) organization of Transmission Commercial System Management (TSR), Transmission Marketing and Sales (TS), Transmission Services (T). A successful candidate in this position will serve as the supervisor of Transmission Commercial System Process and Implementation and as a member of the Transmission Commercial System Management team.

Duties

As a Supervisory Public Utilities Specialist, you will: Plan, supervise, and lead programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization supervised. Develop, implement and evaluate all programs and policies which ensure the timely delivery of products and programs in support of Bonneville's strategic business objectives. Determine and allocate necessary resources, including staff and funds. Responsible for the effective and efficient utilization in support of goals, objectives and functional responsibilities. Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Make decisions on work problems presented by subordinates and by contractors. Identify developmental and training needs of employees and provides or arranges for needed development and training.

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized Experience is defined as Applying knowledge of processes, implementation and systems for a commercial business and Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), North American Energy Standards Board (NAESB), and Western Electricity Coordinating Council (WECC) regulations, standards, policies and practices governing a Transmission commercial operations sufficient to 1) lead a project or team in providing functional and regressing testing capabilities to ensure consistent and reliable operation of commercial systems and 2) manage and direct changes to the development of commercial business systems and evaluate current processes driven by regulatory, policy or strategy changes. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-14 grade level.
