This position is located with Bonneville Power Administration in Operations Support (TOO) organization, System Operations (TO), Transmission Services (T). A successful candidate in the Public Utilities Specialist (Reservation Program Manager) position will be responsible for designing, planning, and managing reservation processing on the Open Access Same-Time Information System (OASIS) and Available Transmission Capability (ATC) systems through BPA's Reservation desk processes.

Duties

As a Public Utilities Specialist (Reservation Program Manager), you will: Lead the development, implementation, review and revision of Reservation Program policies, procedures, and internal controls to increase the efficiency of new transmission products and processes related to Transmission Reservations. Plan, develop, schedule, and conduct compliance-driven projects and analyses to evaluate and recommend ways to improve Transmission service activities. Investigate, assess, and resolve controversial issues and technical Reservation Program issues and problems. Work closely with customers and Marketing and Sales in the complex process to appropriately complete the competition process and authorization of service. Remove requests that have reached the expiration date per posted business practice and notify impacted parties. Develop, update, and maintain desk procedure materials to ensure all Reservationists can effectively perform Reservation Desk processes on a consistent and repeatable basis.

Requirements

  • You must be a United States Citizen.

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Transmission Function employees.
  • The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
  • The incumbent is required to complete BPA’s mandatory SOC training.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as experience 1) leading the development, implementation, review, and revision of policies, procedures, and internal controls to increase the efficiency of new transmission products and processes; 2) providing advice to customers and staff on all aspects of the reservations policies, processes, activities, and recommendations for associated business policies and practices; 3) assisting in providing training regarding advanced transmission products and services, including but not limited to, product types, scheduling priority, and queue management. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
