This position is located with Bonneville Power Administration (BPA), in Transmission Products and Rates (TSQ), Transmission Marketing and Sales (TS), Transmission Services (T).
A successful candidate in the Supervisory Public Utilities Specialist position will serve as the supervisor of Transmission Products and Rates with responsibility of planning, supervising, and leading programs, systems, and work processes that are necessary to perform the critical mission and support required activities.
Duties
As a Supervisory Public Utilities Specialist, you will:
Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate.
Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Make decisions on work problems presented by subordinates and by contractors.
Represent the organization and the BPA in regional and national forums.
Frequently be in direct working relationships with Bonneville managers and staff; officials of Federal agencies, as functionally required; public and privately-owned utilities; manufacturers and providers of goods and services utilized by Bonneville; professional groups and organizations; and any appropriate regulatory organizations which require decisions and actions to be taken in overall conformance with BPA and Transmission Services policy direction.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: Experience leading a project or team or serving as a technical expert in planning, organizing, conducting, and developing a wide range of financial analysis activities involved in revenue forecasting and planning, rates/revenue and expense analysis, and financial performance management.
There is no substitution of education for experience at the GS-14 grade level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
