About the Position: This position provides budgetary technical leadership to senior officials and is responsible for preparing and monitoring funds for the organization.
Duties
Provides advice to managers on the preparation of detailed budget estimates, justification statements, and budget execution plans for substantive programs using Appropriated and Reimbursable funds.
Makes decisions and recommendations concerning the technical treatment of budgetary data under conditions of high uncertainty and time pressure.
Review budget estimates submitted for completeness and adherence to specific budget guidance for particular budget process.
Compiles cost figures to be used in forecasting funding needs and monitors the rates of obligation and expenditures of funds in the annual budget.
Coordinates funding and budgets such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available for the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires TDY (temporary duty) travel 5% of the time.
- Position requires a Financial Management Level 2 certification.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes preparing budget estimates, justifications and execution plans; reviewing request for funds; analyzing budgetary and financial data; and preparing data summaries for inclusion in routine and special reports on budget execution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration or Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
