About the Position: Serve as a Resource Analyst performing analysis of funds distributions and a variety of budgetary and financial system functions.in support of US Army Training and Doctrine Command (TRADOC). This position is located at Fort Eustis, VA.
Duties
Formulate and implement financial systems and policies, directs operational procedures/actions, implements policies and systems directed by higher headquarters, and continuously monitors actions and reports.
Perform and monitor general expense accounting, cost accounting, workload, and manpower accounting financed by OMA and reimbursable funds.
Review and verify procedures for consistency with financial and program objectives.
Devise and recommend the adoption of procedures to implement budgetary/financial processes, policies, and regulations issued by higher commands.
Requirements
- This is a Financial Management Level 2 Certified position. Must be able to obtain this certification within 24 months from hire date.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Performing analysis of fiscal accounts and budget trends. 2) Evaluating changes in program funding; and experience developing recommendations for financial and/or budgetary actions. 3) Compiling data for quarterly budget projections. 4) Reviewing budget records and financial data. 5) Using automated data systems to extract, compile, and summarize data/information to create, reports and graphs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D., if related Completed graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
