About the Position: Serves as an Financial Systems Specialist and Special Project Officer in the Financial Systems, Accounting and Pricing Branch, Financial Management Division performing a wide variety of complex tasks either directly or indirectly related to financial business processes, financial systems/services, support agreements, and audit readiness requirements.
Duties
As a Financial Systems Specialist, you will perform the following duties which is not an all-inclusive list:
Facilitates the flow of financial information and analysis between ore business functions within the organization, across the command, across the Security Cooperation enterprise, and with outside stakeholders.
Provide accounting, financial management and audit general policy guidance and broad financial objectives, special studies/analysis relative to the development or modification of financial systems, audit policies, procedures, and regulatory guidance.
Serve as expert for the Statement of Budgetary Resources Audit Readiness Initiative on audit readiness assertions and audit execution for multiple program areas as it pertains to DoD and HQDA priorities.
Serve as the expert for Organization Support Agreements.
Implement and exercise the Army’s Financial management Plan and Risk management Internal Controls to ensure operations control is maintained.
Provide support of the day-to-day mapping processes by identifying and implementing supporting documentation requirements and standard operating practices for each major auditing event.
Prepare executive level briefings, VTC presentations, fact sheets, and information papers for senior leader approval.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
- FMC-02 certification required within 2 years of appointment.
- Temporary Duty (TDY), approximately 25% of the time.

Specialized Experience Statement To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Work which includes 1) initiating actions and develop standard operating procedures regarding accounting, audit policy, and financial objectives; 2) conducting periodic reviews of existing Support Agreements to meet regulatory and audit requirements; 3) preparing briefings, VTC presentations, fact sheets, and/or information papers for senior leadership approval; AND 4) participating in formal briefings or equivalent meetings to provide accounting advice and assistance.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
