About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with Office of the Chief of Staff of the Army, HQDA G-2 Operations and Integration Directorate, Intelligence Plans Division located at the Pentagon, Arlington, VA.

Duties

Serves as an Intelligence Specialist (Staff Management) for the Deputy Chief of Staff, G-2, HQDA, Operations and Integration Directorate. Serves as a Staff integrator for programmatic activities and actions related to intelligence capabilities requiring resources and investments from National Intelligence Program (NIP), Military Intelligence Program (MIP) and non-MIP sources. Coordinates across the G-2 Staff Directorates to collect and integrate contributions to develop requirement justifications and strategies for all Intelligence disciplines, functions, systems, and organizations. Executes staff actions to process validated requirements through the Army and external organizations’ planning, programming, budgeting and execution processes to obtain resources. Provides guidance on the requirements process, interaction with Program Evaluation Groups (PEGs), and doctrine and concepts for Army intelligence requirements and missions. Develops, coordinates and presents Army positions to DoD and non-DoD organizations. Develops and integrates requirement considerations into planning to ensure accomplishment of all Army intelligence objectives. Defends selected Army intelligence programs during program builds.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI) based on aTier 5 (or equivalent) investigation.
  • Temporary Duty (TDY) Travel may be required 20% or less of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. OR A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as International Relations, Foreign Area Studies, Political Science, Geography, Foreign Affairs, International Law, History, Economics, Demography, Engineering, Law, Sociology, Psychology, Military Science, Cartography Social or Cultural Anthropology and/or Physical or Chemical Science. OR A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. Specialized experience is defined as experience 1) assisting in the integration of programmatic activities and intelligence capabilities that require resources/investments from various intelligence sources; 2) establishing intelligence policy requirements in support of intelligence operations AND 3) preparing / presenting briefings to leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. This position is a developmental position hiring at the GG-09 level OR at the full-performance GG-13 level. If you are selected at the GG-09 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.
