This position is located in USDA's Office of the Assistant Secretary for Civil Rights (OASCR), Program, Planning and Accountability Division (PP AD), This position plans, directs, and supervises the activities of the PP AD Division and is responsible for reviewing, analyzing, and setting fiscal policy and direction for the budget formulation and execution the OASCR.
Duties
Develops and prepares budgetary information, summaries, and tables to respond to a variety of specific requests and to facilitate the formulation, presentation, execution and analyses of the Department's Civil Rights program.
Provides authoritative advice and recommendations on all aspects of assigned budget areas to Agency program officials and managers as well as Department-wide customers of OASCR services.
Develops proposed budgetary policy and procedural guidance for Departmental agencies' equal opportunity programs.
Tracks relative pending appropriations legislation through Congress and reviews/prepares special legislative reports and summaries utilized in the budget planning process.
Supervises employees who evaluate a wide variety or conflicting narratives and statistical data furnished by program managers in support of estimates and requested resource allocations.
Supervises the work of subordinate staff with responsibility for ensuring timely performance and quality of work, evaluating performance of staff in terms of quantity.
Provides expert advice to the Office of the Secretary, Agency officials and Department staff officials regarding budget and program activities.
Reviews and analyzes all budgetary development, presentation, and execution.
Provides executive guidance and direction for human capital and human resources.
Reviews, develops, recommends, and establishes internal human capital and human resources procedures.
Requirements
- You must be a US Citizen or US National.

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience:
For GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Budget Analyst. For this position, the specialized experience is 1) Serving as a first level supervisor to plan work to be accomplished by subordinates, set work objectives and priorities, and prepare schedules for completion 2) Developing recommendations on budgetary actions, financing techniques and methods of presenting program resources proposals 3) Drafting proposed appropriations language in support of new or revised programs and budgetary requirements and 4) Reviewing and analyzing budget estimates and requests for allotments.
