About the Position: This is a Project Coordinator, GS-0301-09/11 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Programs and Project Management Division (PPMD). This is a permanent and full-time position located in Fort Worth, TX and may be filled at the GS-09 or GS-11 grade level. The full performance grade of this position is GS-11. **NOTE: A recruitment or relocation incentive up to 25% of the base salary may be authorized for this position.**

Duties

Performs duties which require analytical ability, network analysis, judgment, discretion and knowledge of the organizational objectives in conformance to the Project Delivery Business Process (PDBP). Works closely with assigned Project Managers when establishing, monitoring and maintaining project schedules and budgets; and reporting performances for assigned tasks and/or projects. Consolidates, reviews, and prepares in depth analyses and recommendation of one or more of the functions of PPMD in the development of task or project schedules and expenditures, studies, and/or reports. Validates and presents schedules, budgets, estimates, and plans. Identifies problems, formulates solutions, and course of action and then reports issues and project status to Section Chiefs, Branch Chief, and Project Review Board. Reviews requests for information from higher headquarters and develops a plan to provide an appropriate response to the request starting with collecting information from Automated Information Systems such as P2, RMS, and CEFMS. Develops and coordinates procedures and directs activities for the timely preparation of assigned District project/program fact sheets and Congressional briefing books for the Commander, senior leaders, and project/program managers. Utilizes appropriate project techniques such as scheduling, networking, and creating work breakdown structures to plan, coordinate, develop and monitor execution plans for District projects and programs. Develops and presents briefings regarding the status of proposed planning, schedules, work breakdown, cost, resource, issues and solutions.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes: 1) gathering or consolidating project data to develop written reports or briefings; AND 2) identifying project cost/schedule requirements for military construction/civil works projects; AND 3) facilitating meetings or delivering presentations to discuss ongoing projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
