Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer, serves as the Chief of Logistics Installation and Mission Support Directorate at the Numbered Air Force (NAF). The position is responsible for formulating program goals, plans, and procedures for the directorate's mission objectives related to unit readiness. In this role, the incumbent serves as an advisor to the NAF Commander or Director, providing management advisory technical guidance on all issues related to program areas. Exercises first or second level supervisory and managerial authorities over the directorate. RESPONISIBILITES: 1. As the Directorate Chief, applies Air Force Reserve logistics, installation and mission support operations experience to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned programs. Manages all elements of the NAF logistics and installation and mission support programs which include: supply, aircraft maintenance, transportation, security, engineering, fire protection, and disaster preparedness. 2. Exercises supervisory personnel management responsibilities. Directs, coordinates and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate positions taking into consideration skills and qualifications, mission requirements, and EEO/diversity objectives. 3. Directs logistics, installation and mission support operation programs and analytical studies involving resources that affect NAF missions. Oversees and provides visibility to the NAF and/or the Command of resource utilization (supply, aircraft maintenance, transportation, security, engineering, fire protection, and disaster preparedness) in relationship to overall NAF mission. 4. Represents the Logistics, Installation and Mission Support Directorate with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the installation command; commanders of other organizations; MAJCOM, and Air Staff Headquarters; AF working groups; other federal, state, and local officials; union representatives; community groups; etc.

Qualifications

n order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent in Federal service. Develops, directs, and manages the functions of the Logistics Installation and Mission Support Directorate at the NAF. Functions that must be managed and directed for the NAF include but are not limited to supply, aircraft maintenance, transportation, security, engineering, fire protection, and disaster preparedness. Understanding NAF mission readiness and the command's ability to maximize operational effectiveness within available resource constraints; personnel supporting operational requirements; the responsiveness of the NAF and associate units to AFRC, other MAJCOMs and Combatant Commands. Accomplishment of these activities contributes to NAF mission readiness and in turn, to AFRC and the Air Force mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of NAF, Air Force and Air Force Reserve Command, and Air Force Reserve Components policies, procedures, structures, missions, programs and organizational relationships. 2. Thorough knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and reports and to analyze work processes and continually improve them to meet organizational requirements. 3. Knowledge of logistics, supply, aircraft maintenance, transportation, security, engineering, fire protection, and disaster preparedness. 4. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 5. Ability to plan, organize, and direct functions and mentor, motivate, and apprise the staff of an organization appropriately working through subordinate branch chiefs (or similar) and staff members. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 7. Ability to communicate effectively both orally and in writing; make sound decisions regarding program areas, negotiates complex issues, and maintains good order, discipline and working relations. OTHER SIGNIFICANT FACTS: 1. This is an ART officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully direct and manage the command force support program. 3. Employee must qualify for and retain a SECRET security clearance. 4. This position may require the incumbent to work outside of normal duty hours and/or overtime to accommodate mission requirements as required. 5. Additional duties may be assigned. 6. The incumbent may be required to fly in commercial and military aircraft to perform temporary duty assignments away from the normal duty station. 7. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
