Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve an Air Reserve Technician (ART) Officer, to serve as a Comand Staff Officer to the Numbered Air Force Commander, and as such, advises the NAF Commander on all flying operations, aircrew training, and all related NAF support activities and issues. In concert with the NAF Commander, exercises delegated authority to plan, organize, coordinate, direct and control the full-time activities and operations of assigned forces and subordinate units. OTHER SIGNIFICANT FACTS: 1. In conjunction with the NAF Commander, plans, organizes, coordinates and directs the activities of flying operations and aircrew training and operations of assigned forces of subordinate units. Assists in the establishment of goals and objectives and establishes policies and plans that integrate organization and flying operations requirements, ensuring that operations comply with regulatory directives and meet mission needs. 2. Serves as the senior advisor to the NAF Commander, providing expert advice on all flying operations and crew training issues as well as special project direction. Advises and recommends the development of new or revisions to NAF policies that will aid in the implementation of higher level objectives. 3. Participates with the NAF Commander in the exercise of supervisory personnel management responsibilities. In this capacity, directs, coordinates, and oversees work through subordinate managers and supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. 4. Represents the NAF Commander at high-level meetings, boards, conferences, and meetings. Maintains continuous liaison with Air Staff, DoD, AFRC, and counterparts at other NAFs, commands and agencies. Promotes interchange of information on changing policies and laws, new requirements, transition planning and changing technology.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: At least one year of the specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-14 grade in the Federal service. Specialized experience includes Mastery of a wide range of concepts, principles, practices, laws and regulations of strategic and long range planning methods, processes, and analytical techniques. Expert advisor to the NAF Commander, providing expert advice on all flying operations, aircrew training and other special project issues. Determines operational goals and objectives that need additional emphasis and determines best approach for resolving problems which might impede the accomplishment of them. The incumbent is closely involved with the high-level officials within NAF, AFRC, HQ USAF, and the Department of Defense (DoD) in the development of goals and objectives for the operational programs of AFRC Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-14 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of flying operations and aircrew training requirements, contingency planning and readiness requirements. 2. Broad and extensive knowledge of the command/NAF structure, functions, missions, objectives, and current issues in flying operations and aircrew training programs and their relationship to other components of the Air Force and Air Force Reserve organization. 3. Ability to objectively analyze information, identify new developments, and determine or recommend appropriate operations policies, goals, objectives, and program actions. 4. Ability to plan, organize, and direct the functions and to mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5 Ability to communicate both orally and in writing. 6. Ability to exercise tact and diplomacy in relations with individuals, groups, and unit organizations. 7. Knowledge of safety and security regulations, practices, and procedures. OTHER SIGNIFCANT FACTS: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent may be required to fly in commercial or military aircraft for performance of TDY. 2. Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ AFRC. 3. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. 4. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. 5. Must be able to obtain and maintain a Top Secret Clearance. 6. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
