This position is located in the Department of State, Bureau of the Comptroller and Global Financial Services CGFS), Office of the Associate Comptroller, Global Disbursing Operations, International Banking Division. This position serves to organize, plan, direct, and schedule work activities for the foreign currency banking specialists in the Reconciliation Branch.
Duties
Serves as the International Banking Quality Representative.
Ensures that applicable exchange rates and other related information support the accuracy and completeness of foreign currency bank statements.
Manages contacts between staff, posts, and banks located worldwide for supporting and clarifying information to balance disparate records.
Supervises Civil Service personnel and provides oversight for contract employees who provide foreign currency banking and reconciliation services that supports the Department of States overseas missions.
Provides technical expertise and management of various disbursing and banking initiatives. Provides expert technical guidance, leadership, and direction on complex and/or sensitive disbursing, banking and cashiering problems.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and applying financial management techniques and performing quantitative and qualitative analysis and evaluation of financial data.
Experience planning, directing and reviewing the work of others.
Experience developing and/or coordinating implementation of financial regulations and procedures as well as providing guidance on their impact to disbursing, banking and foreign currency operations.
Experience leading a team conducting disbursing and banking operations.
There is no substitute of education for specialized experience for the GS-13 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
