Duties
You will serve as the QUALITY ASSURANCE SPECIALIST in the NON-CNO OVERSIGHT (CODE 131C); CAQAP AUDITS AND PROCESS CONTROL (CODE 132), QUALITY ASSURANCE MANAGEMENT (CODE 130A), QUALITY ASSURANCE DEPT (CODE 130), NAVAL BASE, NORFOLK VA.
You will plan, develop, and manage a Quality Assurance program.
You will identify and provide contractor availability quality and management performance assessments.
You will negotiate and coordinate complex issue pertaining to quality assurance.
You will develop inspection system plans, instructions and checklists to evaluate the effectiveness of contractors' quality assurance programs.
Requirements

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience reviewing work specifications and other contract documents to assure adequate quality requirements are specified.
Experience maintaining Navy contract clauses, ship specifications, ANSI/ISO/ASQ/9000 quality system requirements, NA VSEA standard Items, military specifications, commercial specifications, military standards, industrial standards, contract drawings, shipbuilding practices, industrial processes, and special processes.
Experience maintaining shipboard hull and machinery repair and maintenance, including functional relationships among components and subsystems and use of specialized inspection and test equipment.
Experience determining need, planning and developing of command quality assurance instructions for the application and implementation of NAVSEA instructions and requirements.
Experience performing audits of facilities and inspection personnel as technical expert in evaluation of quality
Experience negotiating and coordinating complex issues pertaining to quality assurance for manufacture and repair of complex components and systems.
Experience providing past performance evaluation data related to QA assessment of contractor performance to the contracting officer to support determination of future awards.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
