You will serve as a LEAD HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the FLEET FORCES COMMAND - HRO PORSTMOUTH NAVAL SHIPYARD, RECRUITMENT AND PLACEMENT (CODE 30) of FLEET HRO PORTSMOUTH NAVAL SHIPYARD.

Duties

You will provide administrative and technical leadership to the assigned team staff to ensure organizational plans, mission, vision and values, projects, problems to be solved, deadlines and timeframes for completion are communicated. You will advise managers and supervisors on staffing and recruitment requirements, resources and problems. You will perform a variety of compensation related services as it relates to the tentative job offers and provide guidance and recommendations for pay determinations for new and continuing employees. You will assist the supervisor in assessing the strengths and weaknesses of the team and explores alternatives for technical knowledge improvement and process/procedures improvement.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience must demonstrate the following: Experience applying a wide range of recruitment, staffing and placement concepts, practices, regulations, precedents, and procedures at a mastery level. Experience utilizing a comprehensive level of knowledge of the applicable guidance in a variety of pay setting and compensation situations, including overtime premium pay and the user of recruitment, relocation and retention incentives at a mastery level. Experience researching and applying findings to provide solutions to a wide range of HR management functions at a mastery level. Experience with a wide range of recruitment and staffing programs, policies, and objectives, to define and assign work, set deadlines, interpret guidance and recommend operational policy changes. Writing and verbal communicating to research and present findings in the functional areas of recruitment and compensation.
